9.1.2.1 Audio-only and Video-only (Recorded) (Conditional)

Recorded video-only: An alternative for time-based media is provided, or an audio track is provided that presents equivalent information for the recorded video-only content.

9.2.2.2 Pause, Stop, Hide

Condition: When ICT is a web page.

  NOTE: Since any content that fails this success criterion can interfere with a user’s ability to use the entire page, all content on the web page (whether used to meet other success criteria or not) must meet this success criterion. See Conformance Requirement 5: No interference.
  NOTE: Content that is updated periodically by software or streamed to the user agent is not required to preserve or present information generated or received during the pause, as this may not be technically possible and could be misleading in many situations.
  NOTE: An animation that occurs as part of a preload phase or similar situation may be considered essential if interaction cannot occur during that phase for all users, and if not indicating progress could confuse users or make them think the content is frozen or broken.

9.2.4.1 Bypass Blocks (Conditional)

Condition: When ICT is a web page.
A mechanism is available to bypass blocks of content that are repeated on multiple web pages (Level A).

9.3.1.2 Language of Parts (Conditional)

Condition: When ICT is a web page.

The language of each passage or phrase in the content can be programmatically determined, except for proper names, technical terms, words in an indeterminate language, and words or phrases that have become part of the vernacular of the surrounding text. (Level AA)

9.6 WCAG Conformance Requirements (Conditional)

Condition: When ICT is a web page.

The five conformance requirements of the WCAG 2.1 Guidelines must be met at Level AA:

1. Conformance level;
2. Full pages;
3. Complete processes;
4. Only accessibility-supported ways of using technologies;
5. No interference.

NOTE 1: In cases where a web page meets all requirements from sections 9.1 to 9.4, or an alternative version conforming to Level AA is provided (as defined in WCAG 2.1), Conformance Requirement 1 is satisfied.

NOTE 2: According to W3C, “WCAG 2.1 extends WCAG 2.0, which was published as a W3C Recommendation in December 2008. Content that conforms to WCAG 2.1 also conforms to WCAG 2.0 and thus to policies referencing WCAG 2.0.”

NOTE 3: Conformance Requirement 5 states that all content on the page, including content that otherwise would not be required for conformance, must meet the requirements in sections 9.1.4.2, 9.2.1.2, 9.2.2.2, and 9.2.3.1.

11.8.4 Repair Functionality (Conditional)

Condition: When web content is part of an authoring tool.

If the accessibility checking functionality of an authoring tool can detect that content fails to meet a requirement from Chapter 9 (Web) or Chapter 10 (Non-web Documents), as applicable, then the authoring tool must provide suggestions for repairing the issue.

NOTE: This does not exclude automatic or semi-automatic repair, which is possible (and recommended) for many types of accessibility issues.
